İklim krizi 1990’lı yıllardan itibaren küresel bir sorun haline gelerek Avrupa Birliği’nin (AB) de gündeminde önemli bir yer tutmaya başlamıştır. Bu çerçevede AB, iklim kriziyle mücadelede öncü bir rol oynayarak, AB ekonomisinin çevresel olarak sürdürülebilir olmasını sağlayacak kapsamlı bir politika paketi olan Avrupa Yeşil Mutabakatı’nı 11 Aralık 2019’da kabul etmiştir. Türkiye-AB ilişkileri başlangıçtan itibaren inişli çıkışlı bir yapı göstermektedir ve ikili arasındaki köklü ilişkiler nedeniyle Türkiye iklim krizi ve Avrupa Yeşil Mutabakatı gibi gelişmelerden de doğrudan etkilenmektedir. Her ne kadar Türkiye-AB ilişkileri son yıllarda durma noktasında olsa da taraflar 2012’den beri pozitif gündem çerçevesinde ikili ilişkilerin güçlenmesine çalışmaktadır. Bu kapsamda, vize serbestisi, göç, enerji gibi konular pozitif gündem başlığı altında değerlendirilmiş fakat hiçbiri Türkiye-AB ilişkilerinde pozitif gündem yaratmada uzun ömürlü bir etkiye sahip olamamıştır. Literatürde, Avrupa Yeşil Mutabakatı ve iklim krizinin uzun bir aradan sonra Türkiye-AB ilişkileri üzerindeki olumlu etkisine odaklanan çalışmalar görebilmek mümkündür. Bu yüksek lisans tezi de Türkiye-AB ilişkilerini iklim krizi ve Avrupa Yeşil Mutabakatı çerçevesinde değerlendirmeyi ve söz konusu gündemlerin ikili arasındaki ilişkilerin iyileşmesine bir etkiye sahip olup olmadığını araştırmayı hedeflemektedir.
The climate crisis has become a global issıe since the 1990s and has begun to occupy an important place in the agenda of the EU. In this framework, the EU has played a forerunner role in this issue by adopting a comprehensive political package on 11 December 2019 entitled European Green Deal, which will pave the way for environmental sustainability of European economy. The relationship between Turkey and the EU dominated by ups and downs since the beginning, and Turkey has also directly affected by the developments of climate crisis and European Green Deal due to the deep ties between the two. Although the Turkey-EU relations has been standstill for a while, the parties have tried to strengthening the relationship within the framework of positive agenda since 2012. In this context, the issues such as visa liberalization, migration and energy are evaluated under the positive agenda, none of them create a long-term effect in Turkey-EU relations. It is possible to see several studies in the literature that focus on the positive aspect of the European Green Deal and climate crisis on Turkey-EU relations following a long hiatus. This master thesis also aims to evaluate the Turkey-EU relationship within the framework of the climate crisis and European Green Deal and to investigate whether these agendas will have any potential to mend ties between the two.

Bu tez, 11 Eylül sonrası dönemde NATO’nun güvenlik algısının değişimi ve bu değişimin
üye ülkelerden Türkiye Cumhuriyeti güvenliğine olan etkilerine odaklanmaktadır. Tez
kapsamında öncelikle dönemsel olarak değişim gösteren güvenlik kavramı ile güvenliğin
realizm perspektifinden nasıl anlaşıldığının kavramsal çerçevesi tartışılmaktadır.
Müteakiben, NATO’nun özellikle 11 Eylül sonrası dönemde geçirdiği dönüşüm ve güvenlik
algısındaki değişiklikler tarihsel olarak incelenmiştir. Tezin odağını Türkiye
Cumhuriyeti’nin güvenlik algısındaki değişim oluşturduğu için öncelikle tarihsel olarak
Türk güvenlik algısı incelenmiş, sonrasında güvenlik algısında değişim olup olmadığını
tespit etmek amacıyla 2001 sonrasındaki Milli Güvenlik Kurulu basın bildirileri ile söz
konusu tarih aralığındaki hükümet programları incelenmiştir. Yapılan araştırmada
NATO’nun Türkiye Cumhuriyeti güvenlik mimarisinde önemli bir sütun oluşturduğu tespit
edilmiştir. Yine de NATO ile Türkiye Cumhuriyeti arasında tüm konularda mutabık
kalındığını ifade etmek güçtür. Nitekim, Türkiye Cumhuriyeti’nin gerek bulunduğu
coğrafya gerek Osmanlı İmparatorluğu’ndan alınan tarihi sorunları olduğu ve bu sorunlarla
mücadele etmek için NATO desteği olmadan da çaba sarf ettiği görülmektedir. Bu konuların
başında önemli bir güvenlik sorunu olan terörizm gelmektedir. Diğer kemikleşmiş sorun ise
Yunanistan ile yaşanan Ege ve Akdeniz kaynaklı sorunlardır. Özellikle 2014 yılında
Kırım’ın Rusya tarafından ilhakı sonrası Türkiye, NATO tarafından tekrar tehdit olarak görülmeye başlayan Rusya ile ikili bir ilişki geliştirmektedir. Bunun en önemli sebepleri
Rusya’nın tarihi olarak aynı coğrafyada olmasının yanı sıra Türkiye’nin Suriye’nin kuzeyine
yaptığı sınır ötesi harekâtlarda Rusya hava sahasını kullanması, Rusya’dan alınan S-400
hava savunma sistemleri ve Mersin’de yapımı devam eden Akkuyu Nükleer Güç Santrali’nin
Rusya tarafından yapılması olduğu ifade edilebilir. Sonuç olarak, Türkiye tarihsel olarak bir
taraftan NATO’nun güvenlik şemsiyesinden faydalanırken, diğer taraftan da kendi ulusal
çıkarlarını korumak adına zaman zaman NATO ile ters düşmektedir. Özetle Türkiye’nin dış
politikasını NATO ile paralel olarak yürütmeye çalıştığı fakat ulusal çıkarları doğrultusunda
gerektiğinde NATO’nun sorgulayan bir üyesi olduğu öne sürülebilir.
This study examines the change in NATO’s security perception in the post-September 11
period and its effects on the security of the Republic of Turkey.
First of all, the conceptual framework of security and security, which gained a wide
dimension after 1990, was studied from the perspective of realism. Subsequently, the
transformation of NATO in the same period and the changes in the perception of security
were examined. Then, in order to make sense of the change in the security perception of the
Republic of Turkey, first the Turkish security perception was examined historically, and then
the decisions of the National Security Council and the Government Programs of the ruling
party were examined in order to compare them. In the research, it has been understood that
NATO constitutes an important pillar in the security architecture of the Republic of Turkey.
However, it cannot be said that there is an agreement between NATO and the Republic of
Turkey on all issues. It is seen that the Republic of Turkey has both geographical problems
and historical problems taken from the Ottoman Empire, and it has made efforts to combat
these problems without NATO support. At the forefront of these issues is the problem of
terrorism, which is a national security problem, and separatism. Another entrenched problem
is the Aegean and Mediterranean-based problems with Greece. Both problems have
historical roots. Especially after the annexation of Crimea by Russia in 2014, Turkey has
been developing a special bilateral relationship with Russia, which has again been seen as a threat by NATO. It can be said that the most important reasons for this are Russia's
historically being in the same geography, Turkey's use of Russian airspace in its cross-border
operations to the north of Syria, acqusition of Russian S-400 missiles, and Turkey's first
Nuclear Power Plant, which is under construction in Mersin, is being built by Russia. In
short, while Turkey benefits from NATO's security umbrella, it sometimes contradicts
NATO in order to protect its own national interests. For example, Turkey did not support to
the NATO membership of Sweden and Finland on the grounds that they supported terrorism.
In summary, it can be said that Turkey is trying to carry out its foreign policy in parallel with
NATO, but it is a questioning member of NATO in line with its national interests.

Every state has to provide its own security since there is no higher authority to apply in the international system. This upper authority gap constitutes the anarchy of states that tend to solve the perceived problems on their own. In this environment of anarchy, states have made many new initiatives to ensure their safety and to maintain their existence. In the 21st century, with the development of technology, states have increased their investments in the defense industry against the elements that threaten their security. In this study, Russian and American national strategies on AI will be analyzed to determine the potential of Russia in AI-integrated defense industry. The study was limited to analyze AI national strategies of the USA and Russia. Due to the fact that China is an important international actor in the artificial intelligence competition, a general assessment will be made of it, but this will be excluded from the scope of the study. Furthermore, this research gives an overview on the capacity of Russia in AI-integrated defense industry and explains aspirations of Russia to be a leading state in the international arena in this field.

Bu tezde, NATO’nun uluslararası alanda siyasi etkinliğinin arttırılması sürecinde, örgütün stratejik vizyonunu dönemsel olarak değiştirme girişimlerinin nedenleri incelenecektir. Bu bağlamda NATO’nun Transatlantik alanında, örgütsel faaliyetlerini ve diğer bölgelere de etkisini genişletme politikasında oluşan değişimler gösterilmeye çalışılacaktır. Örgüt kurulduğu tarihten itibaren Rusya Federasyonu’nun, önceki adıyla SSCB’nin, dizginlenmesi ve yayılmasını önleme düşüncesi ön planda yer almaktadır. SSCB dağıldıktan sonra ise NATO gerek kendi üye devletleri tarafından gerekse diğer dünya devletleri tarafından misyonunu tamamlamış bir örgüt olarak görülerek varlığı sorgulanmaya başlanmıştır. Bu tez kapsamında yeni politika açılımları gösteren NATO’nun, Soğuk Savaş koşullarından günümüze kadar olan politik değişim ve karar mekanizmalarındaki önceliklerin dönüşümü açıklanacaktır. Diğer taraftan, NATO’nun üye devletlerinin çıkarları ve dış politikaları arasında farklar gözlenmektedir. Örgütün, süreç içinde Rusya tehdidinden korunma konusundaki ortak politikaları çerçevesinde üye ülkeleri askeri ve ekonomik kaynaklarını bir havuzda toplayarak birleştirmeye yönlendirdiği görülmektedir. Bu durum günümüzde de Çin’in yeni bir tehdit olarak algılanmasından kaynaklı olarak, bu ülkeleri NATO nezdinde önleyici politikalar geliştirmek ve yeni hamleler yapmak zorunda bırakmıştır. Ayrıca tez kapsamında; Libya, Afganistan gibi ülkeleri kapsayan ve NATO’nun etkisini içine alacak bölgesel analizler yapılacaktır. Bu analizler sayesinde NATO’nun zaman içerisinde Kopenhag Okulu çerçevesinde güvenlik algısının ne denli değiştiği ve öncelik sıralamasında devlet güvenliği kapsamından, nasıl farklı sektörlerdeki güvenlik tehditlerine odaklanıldığı ve böylece birey güvenliği gibi farklı sektörlerdeki güvenlikleştirme tutumlarına nasıl geçiş yapıldığı gösterilecektir. Örgütün politik genişleme kapsamında yaşadığı zorluklar ve ikilemler Kopenhag Okulu tarafından öne sürülen argümanlar üzerinden tartışılacaktır. Yeni savaş koşulları altında, yeniden bir politik bütünleşme içerisine giren ittifakın bünyesini sürekli revize ettiği görülmektedir. Değişen dünya düzeni ve savaş konseptlerinin NATO’ya uyarlanması kapsamındaki revizyonlar, yapılan zirveler ve operasyonlar neticesinde şekillenmekte olup, bu tezde dar ve geniş güvenlik anlayışlarının NATO’ya yansımaları gösterilecektir.
In this thesis, the main reasons for the attempts to periodically change the strategic vision of the organization in the process of increasing NATO's political effectiveness in the international arena will be examined. In this context, changes in NATO's policy of expanding its organizational activities in the Transatlantic field and its influence in other regions will be evaluated. Since the establishment of the organization, the idea of restraining and preventing the expansion of the Russian Federation, formerly the USSR, has been at the forefront within NATO. After the collapse of the USSR, NATO was seen as an organization that had completed its mission, and its existence began to be questioned both by its own member states and by other world states. In the thesis, NATO’s, which shows new policy initiatives, political change and the transformation of priorities in decision mechanisms from the Cold War to the present will be explained. On the other hand, the differences between the NATO’s member state’s interests and its foreign policies will be observed. It is seen that the organization directed the member countries to gather their military and economic resources together within the framework of their common policies on protection from the Russian threat. Today, this situation has forced these countries to develop preventive policies and take new steps in the presence of NATO due to the perception of China as a new threat. In addition, within the scope of the thesis; regional analyzes covering countries such as Libya, Afghanistan and including the impact of NATO into such countries will be performed. Thanks to these analyzes, it will be shown how much the perception of security has changed over time within the framework of the Copenhagen School of NATO and the transition from the scope of state security to individual security. The difficulties and dilemmas of the organization within the context of political expansion will be discussed through the Copenhagen School. Under the new war conditions, it is seen that the alliance, which has entered a political integration again, constantly revises its structure. The revisions within the context of adapting the changing world order and war concepts to NATO are shaped because of the summits and operations, and the reflections of narrow and broad security understandings on NATO will be shown in this thesis.
